Public-Private Partnership (P3) in Action - Driving Virginia's Infrastructure Forward

To meet the transportation needs in Virginia, the 1995 Public-Private Transportation Act (PPTA), a public-private partnership (P3) between government and the private sector, was used to deliver the I-495 (Capital EXPRESS Lanes) highway project.
