Fluor started its activities in Spain in the 1980s and established a permanent home office there in 1992. In 2009, Fluor's operations and maintenance entity in Spain, Fluor Plant Engineering S.A., opened its first office in Tarragona.

In 1888, John Simon "Si" Fluor emigrated from Switzerland to America in search of challenges and opportunity. He previously trained as a journeyman carpenter in the Swiss guild and brought with him the ethos that system embodied — a reverence for craftsmanship and the ambition to build structures that would outlast the builder.
In 1912, Mr. Fluor founded Fluor Construction Company in Santa Ana, California, leading the company until his death in 1944. Fluor Construction Company performed general contracting at the start and quickly gained a reputation for quality and innovation.

In 1982, Fluor completed a feasibility study for Sonatrach to assess the economic feasibility of installing a pipeline across the Mediterranean Sea from the coast of Maghreb to the opposite coast of Spain.

Fluor served as the managing contractor on a grassroots ethylene-based petrochemical complex for Saudi Arabia Petrochemical Company (SADAF) in Al Jubail, Saudi Arabia. The complex produced ethylene, ethyl-benzene, styrene, ethylene dichloride, chlorine, caustic soda and crude industrial ethanol. It depended in large part on feed streams from the gas-gathering project done by Fluor for the Aramco gas program. The complex, in turn, would provide some of the output to feed Al Jubail Petrochemical Company’s nearly linear low density polyethylene plant, also a Fluor project. Approximately 40% of the complex was completed using modular construction, the largest modular project at the time.

Fluor designs and constructs the Minera Escondida project – one of the world’s largest copper mines – located in the Atacama Desert of Chile, which is the driest place on earth.

Fluor provided construction supervision for Pepsico's snack food plant in Carregado, Portugal.

Fluor was contracted by E.I. Dupont de Nemours & Co. to engineer, procure and construct tetrahydrofuran (THF) and butane pipelines in Spain. The project was designed and built to supply THF, a row material of Lycra®.

Fluor started providing HSE consulting services based on Fluor's HSE Management System and programmes like Zero IncidentsSM. Through continued outstanding performance Fluor Spain positioned itself as a leader in safety and construction services for Spain, Portugal and Latin America markets.
In 2013, Fluor was awarded first place in the Large Companies category for the Industrial Safety Award -Asociación de Organismos de Control y Afines del Principado de Asturias (ASOCAS).

Fluor provided project management consultancy (PMC) services for the whole investment program and engineering, procurement and construction supervision of several units at the Cartagena Refinery owned by Repsol.
The PMC focused on managing interfaces with various licensors and engineering and procurement contractors, performing the basic engineering of the "open art" units, ordering long-lead equipment, and assisting Repsol in preparing the estimate for project authorization. Additionally, Fluor was responsible for the engineering, procurement and construction and HSE supervision of the offsites, facilities and revamps. Fluor's scope was approximately one-fourth of the total investment.
The main objective of the expansion and renovation project was to achieve a 220,000 BPD full-conversion refinery capable of processing heavy/sour crude oils. To this end, 20 new process units and 10 utility units were added, and other existing units were also modified. The project exceeded operational targets regarding hydrogen and energy consumption in addition to meeting the strict environmental requirements of the EU and Spain.

Fluor performed FEED, engineering, procurement and construction for new and revamped units within the refinery and outside the baseline. Fluor helped the Porto Refinery, owned by Petrogal, a subsidiary of Galp Energia, to produce an estimated 2.3 million tonnes per year of diesel, gasoline and kerosene fuels and to meet European environmental regulations.

Fluor carried out engineering, procurement and construction management services for Enagás' El Musel LNG Terminal. The LNG terminal has unloading arms to discharge 18,000 meters per hour and two LNG tanks of 150,000-cubic-meter storage capacity each.

The efr certificate was awarded to Fluor by the Spanish Ministry of Health, Social Services and Ministry of Equality. The certificate recognizes Fluor’s efforts to promote equal opportunity for all employees and Fluor’s interest in providing balance between the personal and professional spheres. The achievement of this certificate is recognized by the United Nations Organization as a "good practice". Fluor continues to be committed to employee growth and success.

Fluor, S.A. has been providing small capital engineering and construction management projects for Alcoa in Spain and Italy. Fluor first began its small cap alliance with Alcoa in 1996. In 2004 the alliance was expanded to include five sites in Europe.

Tarragona office awarded EcoVadis Gold Medal

Fluor's Tarragona office received its second EcoVadis Gold Medal for sustainability performance. To reduce emissions and support Fluor’s Net Zero 2023 target, the office team replaced fluorescent lights with LEDs, purchased renewable energy, switched diesel vehicles to hybrid and installed electric vehicle charging stations.

The team’s success over 15 years came through its primary work on smaller capital projects throughout Europe. These projects have ranged from replacing a piece of equipment to revamping an existing facility to complying with changing environmental regulations. At more than 190 employees, the office had grown its capacity to serve its main clients, becoming an employer of choice in the region.
