Fluor's History in the Philippines
In 1987, Fluor began work in the Philippines through a joint venture with the Philippine construction and fabrication company AG&P, leading to the incorporation in 1990 of Fluor Daniel/AG&P, Inc. The joint venture's first project was the detailed engineering of a polystyrene plant in Shantou, China. In 1996, Fluor bought out AG&P's share of the joint venture, and Fluor Daniel, Inc. Philippines became a wholly owned Fluor subsidiary.
Today, Fluor Philippines is a burgeoning full-service engineering, procurement, fabrication and construction office, and continues to provide support for Fluor projects globally.

In 1888, John Simon "Si" Fluor emigrated from Switzerland to America in search of challenges and opportunity. He previously trained as a journeyman carpenter in the Swiss guild and brought with him the ethos that system embodied — a reverence for craftsmanship and the ambition to build structures that would outlast the builder.
In 1912, Mr. Fluor founded Fluor Construction Company in Santa Ana, California, leading the company until his death in 1944. Fluor Construction Company performed general contracting at the start and quickly gained a reputation for quality and innovation.

This project consists of 360 miles of offshore and onshore pipeline. The 34-inch diameter submarine pipeline originates at the Union Oil Company of Thailand’s offshore gas production platform in the Gulf of Thailand and extends 260 miles north. At the time of its construction, it was the longest submarine pipeline in the world. Onshore, the 28-inch diameter pipeline stretches 100 miles to the Bang Pakong and South Bangkok power plants.

Fluor provided design, engineering, procurement, and construction services to Pertamina, Indonesia’s oil company, for a 100,000-barrels-a-day petroleum refinery on the island of Java. The project increased the country’s industrial development and provided thousands of Indonesians with critical skills to accomplish construction.

Fluor began work in the Philippines in 1987 through a joint venture with AG&P, a Philippine construction and fabrication company. Agreements were reached and formalized to form a jointly owned and managed full-service company in Manila called Fluor Daniel/AG&P.

The lump-sum 50,000-metric-tonne/yr. grassroots plant included a two-train continuous solvent polymerization plant that produced high-impact and general purpose polystyrene with its design based on Fina licensed technology. Fluor executed engineering, procurement of major offshore equipment and bulk materials and construction management.

1992: Pilipinas Shell Petroleum Corp. refinery expansion begins

Pilipinas Shell contracted Fluor to perform engineering, procurement, and construction management to expand the existing refinery from 60,000 barrels per day to 115,000 barrels per day. The $460 million project was the first of its size in the Philippines in more than 30 years. The project was also among the first to use local subcontractors in the region.

Fluor, in a joint venture with Raytheon Engineers and Constructors, designed and built a $2.2 billion grassroots refinery for the Rayong Refinery Company, a joint venture of Petroleum Authority of Thailand, the Thai National Oil Company, and Shell International. The project was awarded Thailand's National Safety Award for construction.

Fluor trains over 14,000 workers to help build the $2.2 billion new Shell oil refinery in Rayong, Thailand. The project was completed five months ahead of schedule.

Fluor performed engineering, procurement, and construction on the world’s largest greenfield mining project at the time on the remote island of Sumbawa in Indonesia with no infrastructure, a sparse and unskilled workforce, amid economic and political turmoil. Fluor completed engineering in 1996, and completed construction in 2001.

Fluor was contracted to provide the conceptual and front-end process packages for the four derivative units of the Petronas / Union Carbide Integrated Petrochemical Complex. The design effort established detailed facility scope packages.

Construction for P.T. Freeport's Indonesia Solid-fueled Power Plant began in 1996 and commercial operation of the plant was achieved in 1999. The Fluor partnership designed and built the power generation assets to support P.T. Freeport Indonesia's mining operations.

Fluor provided engineering, procurement, and construction management to Silterra for a wafer fab facility in Malaysia. The project was the winner of Semiconductor International's Top Fab of 2002 award, an annual recognition of the world’s best fabrication facilities. The award recognized Silterra's commitment to provide high quality process technologies to clients in the semiconductor marketplace.

PTT chose Fluor as the project manager for a large ethane separation plant at Rayong. Fluor managed the EPC scope and commissioning. The plant is one of the world's largest gas processing facilities; it is capable of producing 800 million standard cubic feet a day.

Fluor provided EPCM services for REC's solar production manufacturing facility. This facility was the largest single investment ever made by REC, the largest clean tech investment ever made in Singapore at 2.5 billion Singapore dollars (about EUR 1.3 billion).

Fluor is providing engineering, procurement, and construction support for Phase 3 of the Malampaya Deep Water Gas-to-Power project. This landmark project is among the most significant in the Philippines. Approximately 30 percent of the power for the main island of Luzon is generated by power plants using Malampaya gas.

BASF PETRONAS Chemicals awards engineering, procurement and construction management (EPCM) contract to Fluor for an integrated aroma ingredients facility in Kuantan, Malaysia. Among other chemicals, the new facility will produce citral, which is identical to a main component found in lemongrass and other essential oils.

The Asia CEO Awards is the largest business awards event in the Philippines. Quality Company of the Year is awarded to an organization that has achieved significant customer satisfaction for its operations within and outside the Philippines by performing at the highest quality standards.

Malampaya Phase 3 involves the design, fabrication and installation of a new depletion compression platform that will be linked by a bridge to the existing shallow water platform. Petroliam Nasional Berhad (PETRONAS), Malaysia’s national oil and gas company, is developing the $27 billion Pengerang Integrated Complex (PIC) in Johor, Malaysia – one of the largest of the kind in the world constructed at a single time. At the heart of PIC is the Refinery and Petrochemical Integrated Development (RAPID) project. Fluor's Manila office is responsible for the engineering and procurement scope of the Utilities, Interconnecting and Offsites (UIO), benefiting from the wealth of UIO experience developed in Manila over the last 15 years.

Fluor’s Manila, Philippines office will lead the project utilizing its offshore experience and engineering, procurement and fabrication capabilities in the Asia Pacific region. The award follows Fluor’s successful delivery of Shell’s Malampaya Phase 3 Project in the Philippines.
