Executive Summary
Fluor performed engineering and design, procurement and construction on the new Berth 6 Loading Facilities in Ras Laffan City, Qatar, built to support liquefied natural gas (LNG) sales from the Qatargas and RasGas LNG complexes. The Berth 6 project included a topsides loading platform module, marine works, a substation/ITR building, a loading header safety system, a corridor, fiber optic cables between existing and new substation/ITR buildings and a new road from the tank farm to the loading module.
Client's Challenge
Qatargas Operating Company, Ltd., which operates seven liquefied natural gas (LNG) trains on behalf of four joint venture companies, was the designated project lead for the Berth 6 project.
The Berth 6 loading platform is a prefabricated LNG loading facility identical to that of Berth 5. The installed equipment was identical, and in some cases from the same vendor. The marine structural foundation was an earthen structural design similar to that used for Berth 4. However, the geometry was different, much longer and right-angled, due to a deeper dredge depth and higher finish elevation.

Fluor's Solution
Fluor completed engineering and design, procurement and construction on the Berth 6 Loading Facilities in Ras Laffan City, Qatar in 2010.
A portion of the facilities was built on a new breakwater and jetty, with tie-ins to existing liquefied natural gas (LNG) tanks and utilities. The LNG loading lines were constructed along a new breakwater jetty, by others, for 4.5 kilometers.
The project at the Ras Laffan Industrial City was fast-track, driven by the need to place orders for stainless pipe and valves early in the project because of worldwide availability problems. We implemented several innovative safety initiatives throughout the project to bring awareness of safe work practices to the onsite workers.

Conclusion
We completed the Berth 6 project for Qatargas in 2010 with the strongest total recordable incidence rate of 0.0. The Berth 6 team received Fluor's Group Presidents HSE Award in 2010, which honors the most outstanding commitment, performance and execution in health, safety and environmental concerns.
