Executive Summary
Dow Corning was responsible for a major siloxane intermediate facility constructed in the Jiangsu Yangtze River Chemical Industrial Park. Fluor was selected to perform engineering, procurement, construction management and project management on the offsite, utilities, and infrastructure components of the project. The project team received Fluor's Five-Star status in 2010 for a major safety milestone achieving 6 million safe work hours.
Client's Challenge
The new 190-kT/year siloxane intermediates chemical plant was built by a wholly owned foreign-entity joint venture of Dow Corning and Wacker Chemie AG. It is the “third pillar” to Dow Corning's other silicon-related facilities in Kentucky, U.S. and Wales, UK. The facility area is 6,000 square meters. Dow Corning is responsible for its operation.
The greenfield project is located on a 250,000-square-meter portion of a 930,000-square-meter-tract in the industrial park, which offers direct access to the Yangtze River. With additional investment from Dow Corning and Wacker, the site is part of an integrated complex development.

Fluor's Solution
We provided engineering, procurement and construction management services for the chlorosilane storage, methyl chloride storage, overheads/piperack, undergrounds, wastewater treatment and water scrubber, product storage, demineralized water and steam boiler systems, tank farm, material and energy recovery unit, temporary acid neutralization and solids treatment and temporary offloading structure.
Fluor also provided the client's site management team with PMC support such as permitting and commissioning.

Conclusion
Fluor provided engineering, procurement, construction management and project management for the Asian 3rd Pillar, Phase 2 project.
The project team achieved 6 million safe work hours on the project, earning Fluor's Five-Star Status in 2010 for excellent safety performance.
The manufacturing facility began production in 2010 and reached full capacity in 2011.
