Executive Summary


The Bear Garden power station is a 590-megawatt plant. In its two-on-one configuration, two combustion turbines generate electricity. Exhaust heat from the turbines produces steam, which is used to generate more electricity. Fluor provided engineering, procurement, construction and commissioning services for the plant in central Virginia.

Client's Challenge


Dominion Virginia Power, a subsidiary of Dominion, is one of the nation's largest producers and transporters of energy, with a portfolio of approximately 28,200 megawatts of generation. There is growing demand for clean energy in the United States, and the state of Virginia is the second-largest importer of electricity.

The Bear Garden plant is part of Dominion Virginia's “Powering Virginia” strategy, and it was important to bring the new power plant online on schedule.

Fluor's Solution


After providing engineering and procurement services, Fluor constructed the plant on a lump-sum basis. More than 800 workers were onsite at the peak of construction, and more than 2½ million work hours were completed safely. The incident rate was half the industry average.

With the help of vendors and client personnel, wer constructed an “Earthcraft Standard” habitat house and also contributed more than $50,000 to the Fluvanna County Habitat for Humanity chapter. The contribution was to enable the chapter to build two more homes in the surrounding area.

Conclusion


The power plant was expected to reduce the amount of electricity that Virginia imported, and it produces enough clean electricity to power 147,500 homes

We contributed to the community and also met client expectations, completing the project both on schedule and safely.
